The main purpose of your role
As the Employer of Record (EoR) Manager, you’ll be responsible for overseeing and managing comprehensive EoR services for clients. This role focuses on operational aspects, including employee life cycle and international payroll, ensuring compliance with employment laws and regulations, and providing expert operational support in these areas.
On occasion, the role may require you to work outside your normal working hours to support international business needs and time zones and attend a nominated local office.
What will you be doing as the Employer of Record Manager?
Your responsibilities will include:
- Being responsible for budget management and reporting.
- Working closely with internal departments (Sales, Finance, HR) and external partners (lawyers, suppliers, consultants) to ensure efficient service delivery and address payroll and employment-related matters.
- Leading, mentoring, and training the EoR HR, EoR Contract, and EoR Payroll teams.
- Overseeing the onboarding and offboarding processes for EoR employees – ensuring proper documentation, background checks, orientation, and compliance with termination procedures.
- Resolving payroll queries and issues and overseeing timely payroll processing, while maintaining data accuracy, ensuring compliance with local laws (and GDPR), and collaborating with internal teams.
- Collaborating with the EoR HR Specialist, People and Culture department, and HR consultancy and advisory services to provide HR support – including conflict resolution, performance management, and contractual advice.
- Managing confidential employee records, drafting and revising contracts in compliance with local laws, handling employment contract queries, and overseeing contract-related communications and escalations.
- Identifying and implementing process improvements to enhance EoR service efficiency, and developing and updating EoR policies and procedures as needed.
- Exercising signing authority to approve relevant documents as part of role progression.
Requirements

Qualifications
Essential:
First-level degree or equivalent professional experience / certificate in: Human Resources, global payroll management, business / finance / payroll management, CIPD Professional Certificate Level 5, European HR Diploma, or another recognised HR qualification.
Desirable:
Second-level degree (MSc/MA) in a relevant subject.
Knowledge and experience
Essential:
- 5+ years’ experience of working within a busy Global EoR and Payroll management position.
- Experience of managing multiple currency payrolls.
- Experience in managing an EoR function.
- Experience in people management and leading a team, including performance management, coaching, and mentoring to develop team members.
- Experience of working in a Global HR environment.
Desirable:
- Experience of managing third-party payrolls.
- Solid knowledge of HR operations.
Skills
